Horizon has been providing telecommunications services to Southern Ohio for 120 years. Founded in 1895 as the Home Telephone Company, our organization began offering local telephone service and grew to accommodate the ever changing needs of our customers, community, and employees. Today, Horizon delivers voice, video, security, and broadband services to business and residential customers. While we focus on serving our customers with advanced communications and entertainment technology, one thing has remained the same since our inception – our superior customer service and unmatched responsiveness.

Our business expanded from being the first to offer cable television and Internet service in Ross County to providing cutting-edge voice, video and broadband services throughout Ohio and bordering states. Our mission is to provide peace of mind to our customers and their end users by delivering reliable, industry-leading technology for entertainment and communication. Meet the team

Bill McKell


Bill McKell is CEO of Horizon, a regional fiber-optic network provider offering broadband services in southern and eastern Ohio, the Columbus and Indianapolis metropolitan markets and parts of West Virginia, Pennsylvania and Michigan with headquarters in Chillicothe.Bill is the fourth generation of his family to lead the Company. Bill has worked in various capacities since joining Horizon in 1987 and his previous responsibilities included coordinating the acquisition of Horizon’s PCS licenses in 1996 and then leading Horizon PCS, a Sprint PCS affiliate. Bill spearheaded Horizon PCS’ launch of the third CDMA wireless network in the United States. He was instrumental in the growth of Horizon PCS into one of the largest Sprint PCS affiliates, with a network covering approximately 7.2 million POPs in 12 states. Horizon PCS was later merged with iPCS, another Sprint PCS affiliate. Bill was also the driving force behind the establishment of the Great Seal fiber optic-based distance-learning network, which connected all Ross County high schools in 1995 and advanced distance education throughout Ohio. Bill serves on the Board of Directors for the Ohio Telecommunications Association, a board member of the Greater Chillicothe and Ross County Development Partners organization. Bill is completing his ninth year on the Regional Coordinating Council for Ohio University – Chillicothe. Bill is an avid storyteller and writer who serves on the committee that hosts the Southern Ohio Storytelling Festival in Chillicothe Ohio.

Pete Holland


Pete Holland a 30-year veteran in the communications industry, including 19 years as CFO of both public and private companies. Pete is currently the CFO of Horizon, a regional fiber-optic network provider offering broadband services in southern and eastern Ohio, the Columbus and Indianapolis metropolitan markets and parts of West Virginia, Pennsylvania and Michigan with headquarters in Chillicothe, Ohio. Earning his CPA license in 1990, although currently inactive, he began his career with Ernst and Young’s telecommunications consulting division. He later worked in several business development and strategy positions with Nextel and was a founding partner of The Pinnacle Group, a telecommunications consultancy. He has served on various industry boards throughout his career.

Glenn Lytle


Glenn Lytle joined the team in 2019 as the Chief Revenue Officer where he oversees the development and growth in Horizon’s enterprise space. He has over 20 years of experience in successfully building sales teams and expanding networks in the MidWest with his prior Vice President roles at Segra (formerly Lumos Networks) and Comcast. Glenn has sat on the Board of Directors for several Chamber of Commerce and technology councils.

Steve Steele


Steve Steele was named Horizon’s COO in February 2013. Steve served as President of Horizon’s fiber division from 2014 until 2018 building a distinct fiber focused operating team and overseeing unprecedented network expansion and EBITDA growth. Under Steve’s leadership Horizon has grown to be the premier fiber-based communications provider in the midwest. As COO Steve has responsibility for the company’s network and business operations as well as other strategic and network optimization initiatives. Steve served as Horizon’s Vice President of Sales & Marketing from 2011 to 2013 and as Executive General Manager from 2008 to 2011. Prior to this time, he served as Director of Sales Operations at iPCS from 2005 2008. Steve began his career at Horizon in 1996.

Brian Riley


Brian Riley is a visionary transformation champion who is passionate about technology. In his current capacity as Senior Vice President of Operations at Horizon, he has been able to apply this passion to help drive a rural communications company into a high-growth, private equity backed powerhouse. Prior to joining Horizon, Brian served in multiple senior executive and leadership roles for Frontier Communications and Verizon throughout the United States. He currently resides in the Columbus, Ohio area with his wife Erinn, two daughters and their Irish Setter dog. He and his family enjoy traveling, camping, flying, and playing several sports together!

Joey Holibaugh


Joey Holibaugh, a graduate from Wooster College, is a talented and seasoned executive with over 25 years of experience in Telecom. He brings a wealth of expertise with particular strengths in areas such as enterprise, wholesale and carrier sales, market expansion, merger integration, profit and loss reporting (P&L), and both financial strategy and long term budgetary oversight.  With an abundance of sales and sales leadership experience, Joey has a strong understanding of how to turn complex strategies into simple actionable plans.

Trevor Kendall

Trevor Kendall is an action-oriented Change Agent providing direction and oversight for all strategic HR initiatives.  He is a long-standing member of Horizon’s Executive team and is the lead negotiator in labor union matters.  In addition to his extensive HR leadership experience, he has held various operational leadership roles during his 20+ years with Horizon.   Trevor previously served as President and 5-year Board member of the SHRM-affiliated South Central Ohio Human Resource Council and carries both Professional in Human Resources (PHR) and SHRM Certified Professional (SHRM-CP) credentials.   He has also served on various community Boards and committees and is a Certified Trainer of Crucial Conversations.  Trevor strives to ensure Horizon is an employer people desire to work for and supports a culture where candor, respect, and strong teamwork co-exist.
